Permissions + roles

• Admin staff with seller-management access can switch catalog mode for any seller on Vendors → Network → Catalog Mode.
• Sellers can switch it for themselves in Settings → Catalog Mode in the seller panel, while the module is on.
• Shoppers are not affected yet.
