Permissions + roles

• Commissions page — staff need the payments permission (manage payments) in their user group (Customers → User Groups).
• Payout hold setting — needs access to Settings → Modules.
• Sellers see only their own commissions and balance, and can request payouts. They can't change rules or see others.
