Fulfillment fees + payout deductions

How the fee is meant to work

For a seller set to Marketplace Fulfilled with a Marketplace Shipping Fee:

• fee = the seller's order subtotal × the fee rate (100 = 1%),
• recorded on the fulfilment record (Fulfillment Fees: amount, type, Deducted from Payout),
• taken off the seller's next payout.

Example: rate 500 (5%) on a ₹2,000 order → ₹100 fee.

Today

Fees aren't recorded (no fulfilment records are created) and aren't deducted from payouts. To charge sellers for fulfilment now, add a Commission Rule for those sellers (Commissions) or record the amount in Vendor Debts.
