Troubleshooting

My restriction does nothing. Check that Payment Restrictions is enabled in Settings → Modules. Rules are ignored while it is off.

COD still shows above my limit. Check the limit is on the right method, and that the checkout total (with delivery and tax, after coupons) really is over it.

A user group rule does nothing. Customer group rules are not applied at checkout today.

A method never shows. Check its rules aren't too strict (an empty Allowed States list means all states; one state selected means only that one). Online methods also need their keys filled in under Configuration.

Some shoppers see no payment methods. Every method is restricted for their order. Remove a rule, or keep one method unrestricted. To restore everything at once, disable the module while you fix the rules.

The state list is empty. Add states for your country in Settings → States.
