Permissions + roles

Staff need the content permission (manage content) to create, edit and delete banners. Without it they can view the list but not change it. Set permissions in Customers → User Groups.

Placing banners on pages is done in My store → Layouts, which needs layout/design access.

Sellers on a marketplace can't create store banners.
