Permissions and roles

• Handling returns (approve, reject, update status, resolve) needs a staff account that can manage orders or returns. The store owner and administrators can.
• Return reasons and module settings need settings access.
• Marketplace sellers see returns for their own products in their seller panel and set their own return policy (window and accepted reasons) there.
• Customers request returns from My account when logged in.
